If you've already seen my solution for others, you wouldn't ask the same question.
The reason why happened is that you cannot set up SERVER line properly at the top of license if you are using license software (FLEXlm).
My suggestion is that you needn't install or use such software if you are not sure how to use it instead of locating license at the following path:
C:\fluent.inc\license
That's a default path for software to search for license while software starts.

只有把ｘ：\Fluent.Inc\ntbin\ntx86目录下的以default_id开头的文件删掉就行了。
